Any similarities is completely coincidental
Create New 700 by 700.
Open up frame 3, resize it 70%, copy and paste as new layer. Drag it up on your canvas, as we will be adding to the bottom.
Open up my frames, copy and paste as new layer, arrange bottom left corner.
Using your preset shape, rectangle, both material boxes set to white, set the horizontal and the vertical radius to 25. Draw out a rectangle about 3/4 of an inch wide and long enough to stick out  of both sides of your image.
Drag it about 3/4's of the way down your circle, objects align, Horz center to canvas.Convert to raster.
Open up paper 7, copy and paste as new layer, send to just below your square frames. Using your wand tool,  match mode: color, tolerance 50, mode add(shift), on your frame layer, click on the inside of the frame, as close to the inside border as possible, selection- modify, expand by 4, selections, invert, now on your paper layer hit delete, select none.
Using same method add paper 6 to the inside of the circle frame.
Open up paper8, copy and paste as new layer, go to your rectangle layer, select all, select float, select invert, on your new paper layer, hit delete, select none. Now delete the white rectangle.
Adjust, add noise 33% with gaussian and monochrome checked. Apply plugin Alien Eye Candy Gradient Glow to the rectangle with the settings below.

The pink color is ##d5357a and the other box is black.
Choose your tubes, inserting them one at a time, using the same method as your frames backgrounds. When you have your 2 tubes in your square frame, merge them down so they are one layer. Duplicate this layer.
On the bottom of these 2 layers, change the  blend mode to Luminance(L). On the top layer change the mode to screen and adjust the opacity to 40%.
Now repeat this procedure for your main circle tube.
Open up misc1, resize it 25%, copy and paste as new layer, send to bottom.
Open up flower 3, copy and paste as new layer, arrange it to right hand side of square frames. send to bottom, drag layer up to just above your mat layer. Arrange it like mine in tag. Apply same gradient glow.
Open up bow7,resize it 75%, copy and paste as new layer.Image rotate 90 degrees right (make sure all layers is not checked), image flip. Adjust sharpen, apply d/s 3,3, 70, 7.00.
Arrange it to the right edge of your circle frame.
Open up rose 2, resize it 25%, copy and paste as new layer, image mirror, arrange at bottom left of your 2 square frames, apply d/s.
Open up your begonia tube, resize it 35%, copy and paste as new layer, arrange it under your small rose, apply d/s. Image flip. Using your eraser tool, erase any part of the begonia you see, leaving just the leaves showing.
Open up wordart, resize it 75%, copy and paste as new layer, adjust hue and saturation with settings below.
Add same gradient glow, now place it where you want it.
Open up heart2, resize it 10%, copy and paste as new layer, adjust, sharpen more then add same gradient glow. Place on your rectangle. Duplicate, resize duplicated copy 50%, duplicate this and place one on either side of the larger heart.
Open up notebook paper, resize it 50%, copy  and paste as new layer, image rotate 10 degrees right, drop this layer down to just above your mat.
Add your text, I used Lucida Handwriting , black at 20 points size.
Merge, visible, resize all 85%, now add your copyright info and mask.
Create new raster layer, flood fill  with pink, I used # #ffeaee open up your mask image and minimize it. Back on your image go to layers, New Mask Layers, From Image, in the source window find the mask, have source luminance checked and click ok. In your layers window  you will see 3 layers of the mask, go to top one of those 3, right click, merge group. If you need to align the mask, just go to pick tool and using the lil arrows stretch it to where you want it. I added noise to my mask, same settings as in the tag.
Merge visible again, save as a .png and voila your done!
Hope you enjoyed this tutorial. Dee xoxo

Template used -  Sweet Surrender by Pooker of  Elegant Inspirations - HERE
Lets get started!

Open up Template, Shift D, then close out original. Delete the Info Layer.
Open up paper cup5sm copy and paste as new layer, arrange it just above red circle layer, on circle layer, select all, select float, select invert, on paper layer hut delete, select none.
Continue replacing template parts in the same way as follows:
Paper cup9sm for gray circle and the LtGrayStrip.
Paper cup10sm for gray circle 1.
Paper cup2sm for rectangle.
Paper cup12sm for white circle. Then apply noise at 33% monochrome and Gaussian checked.
Paper cup2sm for the small white circle and the DkGrayStrip.
Now delete all the original sections you replaced.
Add your close up tube the same way. Then add your full tube of choice.
Choose a pink tone from your tube. I chose #d5357a.
Create new raster layer and floodfill it with that color, duplicate. Using same method replace both the black and the red lines. Deleting the original afterward.
Now duplicate your close up tube, on bottom close up tube change your opacity to 75% and the blend mode to Luminance(L).
On your top close up layer, change the opacity to 75% and the blend mode to screen.
Now go to effects, plug-ins, alien eye candy - gradient glow with settings below. The gray color is #c0c0c0 and the pink is #d5357a.

On each of the replaced template shapes apply the gg. When you get to the dotted lines, after applying the gg, go to adjust, sharpen more.
New raster layer, flood-fill white, select the big S, float, invert, on white  layer hit delete, select none. Apply same noise as before and then same gg. Delete the original big S.
New raster layer, flood-fill it with #d5357a, on the urrender layer, select all, float, invert, on pink layer hit delete, select none. Go to your gg, but change both the colors to white, apply, then adjust add same noise, adjust sharpen more. Apply black d/s with these settings.

Apply the same d/s to the big S.
New raster layer, flood fill white, select your weet layer, float, invert, on your white layer click delete, select none. Apply gg, this time change both color boxes to #d5357a and apply. The add same d/s. Do the exact same thing for the heart layer. Now delete all the original text layers.
To give my tag some dimension, I applied the same d/s to all my template pieces except for the dotted lines.
I applied a d/s of 3,3,70,7. to my main tube and none to my close up.
Now for the elements, open up cupcakeframe 2, copy and paste as new layer, send to bottom and center it to your main circle. Apply the gg with the pink and gray colors, then apply same d/s as you used for your main tube.
Open up cupcakeframe 1, copy and paste as new layer, arrange to top, re-size it 15%, make sure all layers is unchecked, now arrange it just below your small circle, then apply same gg and d/s.
To cover up the straight bottom edge of my main tube, I took element cupheartribbon2sm placed it  over the edge, applied same gg, then adjust sharpened more then applied same gg.
Open up cuptwirl2sm, copy and paste as new layer, re-size it 75%, apply same gg and then place it center to your small pink circle.
Open up doodle14, copy and paste as new layer, apply same noise, same gg, then adjust sharpen more then the same d/s, arrange it to bottom layer adjusting it first  under the urrender words as in my tag.
Open up cupflower2, copy and paste as new layer, send to bottom, apply the gg, then duplicate, arranging second one overlapping beside it, merge  top flower down to bottom flower, now apply d/s, duplicate, flip and arrange second set  on top right  circle edge.
Open up cutribbon, copy and paste as new layer, bring to top, re-size it 50%, apply  same gg, adjust sharpen (not sharpen more) then apply same d/s. drop your white heart down a bit and place ribbon in top right corner.
Add your text and copyright info.
Before I added my mask I re-sized my canvas to 645 by 645 checking of top  left hand arrow for placement. This allowed for more area on the top and bottom for the mask to show up.
Create new raster layer, flood fill  with pink, open up your mask image and minimize it. Now to save this as a transparent image, delete the bottom white layer, Merge visible and in the Save As box, change the setting to .png format.
